Keynote #1: Heidi Sanborn
A leader in the solid waste industry for 35 years, Heidi Sanborn brings a wealth of experience in many areas that supports a circular economy. She has worked with industry, government, and the public in various capacities to reduce waste, improve product design and recyclability, and implement cost-effective projects and policies which protect public health and the environment.
After eight years of success in California working on mandated recycling goals and waste management funding policies, Heidi formed the National Stewardship Action Council (NSAC). The NSAC was formed to engage primarily in lobbying and advocacy work for Extended Producer Responsibility (EPR) anywhere in the U.S. and at any level of government.
Heidi is a sought-after keynote speaker throughout the world and has been frequently published on the topic. She teaches courses to professionals in the waste industry and is an active member of industry associations. She is looking forward to sharing her experiences, tips, and best practices to the attendees of the 2026 Circular Indiana Annual Conference – Circular by Design: Innovation Meets Action.
Keynote #2: Kent Holm
As Director of Environmental Services for Douglas County, Nebraska, Kent is responsible for administering the County’s NPDES Phase II Stormwater Permit, the County’s solid waste landfill contract, environmental compliance for the County’s closed landfills, land use and zoning, building permits and inspections, weed control, and landscape maintenance and snow removal. He holds a certification from the American Public Works Association as a Certified Stormwater Manager, is an International Society of Arboriculture Certified Arborist and is qualified in Tree Risk Assessment by the International Society of Arboriculture.
Kent is a past Board member of the Fontenelle Forest Association, and the Nebraska Arborists Association having also served as President. He participates in the Omaha By Design Advisory Committee, Heartland 2050 Natural Resources Committee and Solid Waste working group, and the Millard Public Schools Superintendent’s Advisory Council, and was recently appointed to the Advisory Council of the Nebraska Recycling Council.
Keynote #3: Eugene Tseng
Dr. Eugene Tseng: Dr Tseng is a nationally recognized environmental engineer, attorney, educator, and innovator whose career has spanned more than five decades of advancing sustainable materials management, environmental policy, and circular economy solutions. A leading authority on solid waste management, conversion technologies, and environmental law, he has helped shape the design, regulation, and operation of material recovery facilities (MRFs), transfer stations, and advanced resource recovery systems across the United States.
Dr. Tseng is the founder and primary instructor of the UCLA Extension Recycling and Municipal Solid Waste (MSW) Management Engineering Program, where he has educated generations of industry professionals and received the UCLA Extension Distinguished Instructor Award. He also serves as an Adjunct Professor of International Environmental Law and Policy at the University of West Los Angeles School of Law and has taught graduate engineering courses at California State University, Northridge.
His distinguished public service includes serving as a charter member of the U.S. Environmental Protection Agency's National Advisory Council for Environmental Policy and Technology (NACEPT) and leading a federal task force that established a national blueprint for conversion technology and environmental sustainability. An inventor with multiple patents for innovative construction materials made from recycled feedstocks, Dr. Tseng continues to bridge engineering, policy, and practical implementation.
His contributions have been recognized with the SWANA Legacy Award and the U.S. EPA Region 9 Environmental Achievement Award, honoring his leadership in sustainability, environmental justice, and recycling education.
